Human beings have by their nature certain inalienable rights which are the birth-right of all people and which are a necessity if people are to be free. The United Nations issued a Universal Declaration of Human Rights in 1948 spelling out the limits to the power of the State over its citizens. Basic human rights include the right to your life, and freedom from slavery, torture, and persecution.

The PAN PartY espouses the belief that any government that deprives people of these basic human rights has become a tyranny and must be abolished.

The United States of America was founded as a Constitution-based federal republic. The Constitution, especially the Bill of Rights, was designed by the founders to protect the civil liberties of citizens against abuses by a strong government. When elected officials take their oath of office, they promise to “uphold and protect” the Constitution.

Much to the chagrin of freedom-loving people, our cherished Constitution has recently come under attack by the very elected officials who are sworn to protect it. As goes the Constitution, so goes our civil liberties.

The PAN PartY demands that the Constitution be fully restored and that all laws which violate the intent of the Constitution be repealed immediately, especially those laws creating ‘victimless’ crimes.

One civil liberty in particular — freedom from unreasonable search and seizure — has more and more been denied as of late. This combined with the growing secrecy of the government has effectively reversed the traditional concept of the private and the public sectors. The PAN PartY promises to return privacy to the “private sector” and transparency and accountability to the “public sector”.

People are granted certain civil rights by their government. Equal protection under the law is a fundamental civil right. Consequently, discrimination on the basis of ethnicity, creed, or sexual orientation is a violation of a citizen’s civil rights.

The PAN PartY promises to protect the rights of all people, particularly those with a history of having those rights denied. The right to form civil unions (marriage), the right to vote, and the right to equal protection under the law will be guaranteed to all people.

Reproductive rights are often treated as a civil right, but they could also be seen as a civil liberty or a human right. Since this is such a contentious issue it is being treated separately here.

While there are several rights which are included under “reproductive rights” — access to birth control education, planning, and resources come to mind — the crux of the issue is the question of the right of a woman to terminate a pregnancy. While the PAN PartY does not promote abortion as a simple means of birth control, it does acknowledge the right of the woman to make the decision. The ideal situation would be that there is sufficient education, planning, and birth control resources to largely avoid unplanned and unwanted pregnancies. The goal would be to bring greater consciousness to this issue and to make abortion less necessary and, consequently, less popular.

The PAN PartY espouses the belief that, at the highest level, the only legitimate role of government is to eliminate or mitigate the barriers and impediments to individual enlightenment. Admittedly, this is a departure from traditional thinking, but a valid point, nonetheless.

The question can be couched in these terms: Are you a human being having a spiritual experience? or are you a spiritual being having a human experience? Or are you a human being having an animal experience? or an animal having a human experience? One way or another, it’s up to the individual to decide.

While the USA was founded on strong principles of freedom of religion, the facts of the matter don’t jibe with the hype. Ask anyone sitting in prison for exercising their right to practice certain types of shamanism if they feel they have spiritual or religious liberty. Even cognitive liberty is being denied in many cases.

The War on Drugs is an abomination which must be stopped immediately. Ask yourself this, for what other ‘crime’ is the punishment far more damaging than the ‘crime’ itself? Thanks to the War on Drugs, the USA has more people in prison and jail than any other nation. The War on Drugs is actually a war on the civil liberties of the people of this country and the world.

Prohibition of alcohol was an abject failure and so is the prohibition of marijuana and other substances. Of course children should not have access to substances which are addictive or mind-altering, including processed sugar, but consenting adults should be free to do whatever they want in the privacy of their own home.

The PAN PartY would end this insane war and would treat people with drug addictions as a medical issue, not a criminal issue.

The Patriot Act represents the greatest challenge ever to the Constitution. Shortly after 9-11 it was passed under duress without the Legislature even reading it, even though it had been written years before. The Patriot Act is a shameless power-grab by the government and must not be allowed to remain in effect. It’s being used to stifle dissent and deprives people of basic civil liberties and civil rights.

Any legislator who voted for the Patriot Act is in violation of their oath of office to “uphold and protect” the Constitution and should be impeached.

As long as war is ‘profitable’ there will be war. To eliminate war, the profit motive must be removed. War profiteering is supposed to be illegal, but the fact of the matter is that it is widespread. The very people who declare war are profiting from war. This must end.

The People of the world do not benefit from war but they are saddled with the terrible price of war. Since those who benefit from war will never put an end to war, the People must say “no” to war. In this day and age of high-tech weaponry and a growing awareness of the interconnectedness of all people, war is not an option, so the PAN PartY is calling for an immediate “cease and desist” of all armed conflict worldwide.

It’s been said that when your only tool is a hammer, all problems look like nails. The same idea applies to militarism. How can we have peace when governments are obsessed with preparing for war? More than half the discretionary spending in the USA is earmarked for the War Department — often called the Pentagon.

The PAN PartY is calling for all armies and militias worldwide to “stand down” and for withdrawal of all troops from foreign soil.

With wars raging around the world, there is little doubt that there will be a return of the draft unless We the People take back our government. Congressman Dennis Kucinich submitted a bill in the 108th Congress — HR 1673 — to create a Department of Peace (DoP). The DoP would strive to make non-violence an organizing principle in our society and around the world.

Americans are paying for universal health care, but we’re not getting it! Why? Private insurance companies and the financial burden of our litigious society make health care in this country prohibitively expensive. There are 40 million people in this country without health insurance.

The obvious solution is to remove the profit-motive from health care. By eliminating private health insurance the government would be able to offer universal health care through existing HMOs (Health Maintenance Organizations) for less than is now being spent on a system that doesn’t cover everyone. Furthermore, the price gouging commonly practiced by pharmaceutical companies should be prohibited.

Education is the great equalizer. With education comes knowledge and with knowledge comes wisdom. An educated electorate is the best defense against an abusive government.

The PAN PartY supports free education, pre-school through college. Yes, there will still be tuition-based private schools and universities, but everyone will have an opportunity to attend a quality institution of learning for free. The funds to pay for this program will be readily available from the money saved by the dramatic reduction in the budget of the War Department.

Global warming is a fact, not fiction. If we continue to consume oil at the rate we’re using it, there will be dramatic global climate changes. It’s already happening. There are many alternatives to oil — solar, wind, wave, hemp, biomass, and new technologies come to mind — but as long as oil companies dictate the energy policies they will never be developed.

The PAN PartY supports a program whereby the government would do basic research on clean, renewable energy sources and make the findings available to the private sector for commercialization.

Protecting the delicate bio-sphere of this planet should be one of the top priorities of the government; but since the government has been co-opted by big-money Political Action Committees (PACs), the environment is being ravaged for the short-term financial gain of a few. This must be stopped, least we destroy the very web of life upon which we depend. We must live sustainability, or we will ultimately not live at all.

The PAN PartY is for organic farming and is against GMOs (genetically-modified organisms). The social costs of polluting the air, water, and soil will be factored in the price of all goods and services. In such a model, organic produce would always be less expensive than food produced with dangerous insecticides and herbicides.

The PAN PartY is promoting economic reform based on a new model dubbed Nested Social Capitalism (NSC).

Nested refers to the “layering” of the system. The first layer is “gifting”. Gifting is already common amongst family and friends, the idea is to make it explicitly part of the economy. The next layer is “lending”. Lending is also common amongst family and friends, the idea is to make it explicit. The next layer is “barter and exchange”. Barter and exchange is also in use today, we would encourage it as the best option when gifting or lending isn’t possible. The next layer is “local currency”. There is already a growing local currency movement, we would encourage this movement and suggest local currency as the best next option when barter and exchange is not practical. The final layer is “global currency”. Global currency would be the unit of exchange of last resort and would be used when traveling or when conducting business outside the domain of your local currency.

By Social Capitalism we mean a variant of capitalism very different than the system of Nepotistic — or Gangster — Capitalism popular today. Social Capitalism requires the internalization of all “exogenous costs”. For instance, a gallon of gas is priced at about $2.00 right now, but the cost equation used to determine this price does not include the exogenous costs such as the social cost of the air pollution created by burning the gas and the huge cost of the military needed to ‘secure’ the oil. If all the exogenous costs were included, a gallon of gas would be much more expensive and alternative products such as electric-powered cars would be much more attractive.

This new NSC economy would encourage and reward ingenuity and by its very nature would discourage consumerism and materialism.

Political Action Committees (PACs) are one of driving forces behind the corruption and influence peddling which is now rampant in the political landscape of this country. Certainly, not all PACs are working for the benefit of the few at the expense of the many. But public service PACs, like the environmental PACs, are much less influential than their industrial counterparts representing big money from logging, cattle ranchers, agribusiness, and the oil industry.

One of the most powerful PACs in the country — if not the most powerful — is AIPAC, the American Israel Public Affairs Committee. Over the twenty-two year period from 1978 to 2000, AIPAC contributed a total of $34,607,182 to 1732 Congressional candidates. In the 1999-2000 election cycle alone, AIPAC gave $2,044,606 to US Congressional candidates. With this kind of influence peddling common in the corridors of power, is it any wonder that US politicians know that being the least bit critical of Israel’s treatment of the Palestinians is tantamount to political suicide? Furthermore, AIPAC was recently involved in a Capital Hill spy scandal for receiving top secret intelligence from Pentagon analyst Lawrence A. Franklin.

Most people don’t know that corporations in this country have been granted the Constitutional rights of people — corporate personhood it’s called. This isn’t even something new, it’s been in effect since 1886. Isn’t it ironic that thanks to the Patriot Act people don’t have Constitutional rights anymore, but companies do?

Clearly, a corporation is not a person. It doesn’t grow old and die, it doesn’t feel pain, it doesn’t have a sense of morals or ethics. A corporation answers only to its shareholders and its shareholders usually demand only profit.

It’s interesting to note that in Greek mythology Cronos is the father of Zeus. Time, the forth dimension, along with the three spatial dimensions are comprised by Space-Time. Our awareness of the passage of time is a fundamental aspect of consciousness, so it should not be too surprising that our systems for marking the passage of time have a profound impact on our consciousness.

Virtually all our ancient ancestors used a lunar calendar with 13 months (moons) per year. In such a system, every month has 28 days with one “day out of time” left over to make for 365 days in a year.

As Voltaire said, “Those who can convince us to believe absurdities can convince us to commit atrocities”. The USG (US Government) has convinced the majority of people in this country of the absurd notion that Muslim fundamentalists, orchestrated by bin Laden from a cave deep in Afghanistan, hijacked four planes with nothing more than box-cutters, avoided the air defenses of the entire country, and flew said planes into the World Trade Center (WTC) and Pentagon. This “official narrative” begs many questions, is full of holes, and even requires you to believe the laws of physics were magically suspended on 9-11.

The 9-11 cover-up Commission omission Report was such a whitewash that it failed to even mention such things as: the FBI agents who were told to stop investigating the suspicious Saudis in flight schools; WTC building 7, the other skyscraper that fell that day; and Marvin Bush, the brother of George W. who ran a US-Kuwaiti joint-venture that managed security for the WTC, United Airlines, and Dulles International Airport — all of which were involved in 9-11.

Many people now realize that John F. Kennedy was assassinated by elements of the military-industrial-intelligence complex. These same shadowy forces were involved in the crimes of 9-11. The USG (US Government) was created with the idea that this was to be a government of the People, for the People, and by the People. As it turns out, most people believe this is no longer the case. Because it has been co-opted by PACs (Political Action Committees), the USG has become a government of big money, for “special interests”, by the elite.

When the government operates in total secrecy and when people’s ‘private’ lives are conducted under the watchful eye of Homeland Security (Big Brother), there can be no freedom.

Let’s be clear about something, Bill Clinton deserved to be impeached. Not because he had sex with Monica Lewinski, but because he lied under oath. This is how easy this should be… put George W. Bush and his entire criminal coterie under oath and start with the questions.

George W. Bush has committed numerous impeachable offenses including election fraud, violation of his oath of office, war crimes, and crimes against humanity.

Impeachment should start with Bush, but it shouldn’t stop there. Any elected official who violated their oath of office to “uphold and protect” the Constitution should also be impeached. That would include anyone who voted for either the Patriot Act or the War Powers Act that gave Bush the ‘authority’ to invade Iraq.

The Constitution gives the People the right to petition the government for redress of grievances. The PAN PartY would use this right to, amongst other things, demand for a full accounting of the $3.3 trillion missing from the federal treasury.

The International Criminal Court was created to deal with the most egregious international crimes such as war crimes and crimes against humanity. Fairness demands that those guilty of crimes of this nature be brought to justice.

The PAN Party seeks to have all parties, regardless of office or station in life, suspected of heinous crimes to be brought to trial before the International Criminal Court.

The incentive to vote for the “lesser of two evils” is created by an election system which discourages people from voting for their favorite candidate and hoodwinks them into voting against their most feared candidate. With IRV (Instant Runoff Voting), voters are allowed to rank-order the candidates. They can specify a first, second, third choice, and so on. IRV would open up the whole election process to new candidates with fresh new ideas and would greatly mitigate the “gaming” of the voting process which is actually encouraged by both the Democrats and Republicans.

Many titular democracies around the world already have implemented PR (Proportional Representation). For obvious reasons, primarily to exclude new ideas and the voice of opposition, the USG (US Government) clings to the increasingly outmoded model of “winner take all” politics. Proportional Representation requires that after an election the government is formed with representation proportional to the votes garnered. For instance, if PAN PartY candidates were to get 40% of the vote in a nation-wide election, they would hold 40% of the seats in the new government.

It’s been understood throughout history, until recently, that one of the boons of a jury trial is that the jury of ones peers could decide not only guilt or innocence in the matter at hand but they could also decide to acquit based on the merit of the law. Today, just knowing about jury nullification will automatically disqualify you from sitting on a jury.

The PAN PartY supports the right of the People to pass judgment on the merit of all and any man-made “law of the land”. As Edmund Burke, the British parliamentarian, said, “Bad laws are the worst sort of tyranny”.

Given the long history of suppression and tyranny heaped upon certain groups of people by the USG (US Government), there is a long list of political prisoners who must immediately be freed from their bondage. This would include upwards of one million, non-violent, so called, “drug offenders” who are languishing in the “prison industrial complex”. It would also include amnesty for Leonard Peltier and Mumia Abu-Jamal, and others in their same situation who are not as well known.

If the People of the world are going to come to accord, they’re going to need to agree on certain fundamental issues. While many are suspicious of the United Nations, the UN actually has at least attempted to do some positive things… the Universal Declaration of Human Rights comes to mind.

The UN has also sponsored many worthwhile international treaties and has enlisted most nations to abide by them. But there is one nation that time and again claims to be above such international treaties and agreements and refuses to participate in such things as the ban on landmines and global climate protocols.

The United States (US) is a representative democracy. The theory is that the People elect people who agree to represent them. The problem is those elected ‘representatives’ often end up representing someone else, most often the person or group that offered them the nicest ‘donation’ to their primary cause — reelection. This has led to our present situation where we have “taxation without representation”… has a familiar ring to it.

While the current paradigm seems to be intent on the preeminence of the Nation State, there are strong undertows pulling toward Empire… and for us lucky citizens of the US, can special empire taxes be far away?

It seems only logical that when the governors are far removed from the governed, the result is usually discord. People have proven, time and again, that they are perfectly capable of governing themselves.

Rather than organize around big, powerful, militaristic Nation States, there’s nothing stopping us from organizing around self-governing, overlapping bio-regions. In a small enough area, direct democracy makes sense. It shouldn’t be surprising that the decision-making process is usually more informed when it’s in close proximity to the area effected by the decision.

The PAN PartY supports the eventual dissolution of Nation States and the evolution of self-governing, overlapping bio-regions with direct democratic rule by a well-educated, healthy, wise, and prosperous electorate. It sounds like Utopia, perhaps it is, but that should not dissuade us.

As the scientist Buckminster Fuller said in 1980, “We know now what we could never have known before — that we now have the option for all humanity to ‘make it’ successfully on this planet in this lifetime. Whether it is to be Utopia or Oblivion will be a touch-and-go relay race right up to the final moment”.
